Born September 18, 1929, Fayetteville, Arkansas, to Charles Emery and Lenna Louvinia (Reed) Phillips, Cornelia went to elementary school in a small community outside Fayetteville, and finished her high school years at Fayetteville. Following High School, she attended the University of Arkansas, studying mathematics. While at university, Cornelia met Clifford Julian Womack, and the couple married on August 20, 1949, at First Baptist Church in Fayetteville.

The young couple soon became the proud parents of three children, and Cornelia took on the role of wife and mother with much love and compassion. After Cliff's graduation, they moved to Tulsa, where he began working for Flintco. Cornelia's love for children extended to others as well. when the family began attending Immanuel Baptist Church, she became a dedicated member, teaching children's Sunday School and Vacation Bible School, and working with the youth.

Cornelia had many hobbies, and was a wonderful seamstress. She could make just about anything she set her mind to, and made many items of clothing for her family. With a servant's heart, she always placed the needs of others before her own. Her most enjoyable time was spend with her family, especially her grandchildren.

Those family members that survive include her three sons, Clifford Ray Womack and his wife Shirley of Harrison, Arkansas, Charles Richard Womack and his wife Donna of Oklahoma City, Phillip Wayne Womack and his wife Marcy of Claremore; her grandchildren Christopher John Womack, Phillip Ray Womack, Julie Ray and her husband Dan, Megan Halbrook and her husband Michael, Beth Hopkins and her husband Carl, Erin Peters and her husband Rance, and Michael Wayne Womack and his wife Amy; and twelve great-grandchildren; brother, Charles Keith Phillips and his wife Dorothy, sister Rita Mairs and her husband Brad, sister-in-law Peggy Phillips, and numerous nieces and nephews.
