Born May 11, 1941, in Leesburg, Virginia, to Wallace Eckley and Wilma Hopkins, Paul graduated from Dallastown High School. Following his high school graduation, he continued his studies at Syracuse University. Paul enlisted with the Navy in 1964, and honorably served his country as a Seabee during the Vietnam War.

Paul worked for Allegheny Ludlum for a time, and also worked as a farmer. He enjoyed his life here in Oklahoma and made many friends. Often some of those friends would come to his house on Saturday mornings for coffee, and to solve the world's problems. Paul was very smart and could fix almost anything that needed repairing. His quick wit and ability to make friends on the first meeting, made all who came in contact with him feel at home. He loved his country and gave often to the D.A.V. and Veterans of Foreign Wars. Paul also donated to the Boys Town to help young children.

Those family members that survived include his wife Martha J. Hopkins of their home in Claremore; his children Eugene Clark and wife Linda of Millersville, Pennsylvania, Matthew Clark and wife Gayle of Avis, Pennsylvania, and Dan Hopkins and wife Emily of Triadelphia, West Virginia; his four grandchildren; and his sisters Carol of New York, and Sue of Florida.
